MovingDot has a team of certified Flight Procedure Designers (PANS-OPS experts), AIS/AIM specialists and operational experts (air traffic controllers and GA/commercial pilots). With this team, supported by other MovingDot experts in airspace design, safety, ATM and data analysis, we provide a wide range of services in the airspace and flight procedure domain. This varies from development of operational concepts, new flight procedures and airspace structures, including aeronautical charts, to aeronautical studies and implementation advice.

- Implementation and transition to PBN procedures: PBN Roadmap, Minimum Operational Network (MON), redesign of IFP based on RNAV and RNP specifications, design of RNP APCH procedures, including RNP AR APCH.

Our experience
- MovingDot’s design & development processes are EU 2017/373 compliant, and thus also ensure fully ICAO Doc 9906 compliant design processes and products.
- Our experts have a thorough knowledge of relevant standards (ICAO Annex 4, 14, 15, Doc 8168, Doc 10066, etc.) and are trained on different FPD software packages. Both design tools have been developed in accordance with ICAO Doc 9906 Vol. III
The way we work
Our PANS-OPS experts work in teams of at least two, with a third expert being involved to perform an independent IFP design review, required as part of the ground validation. A safety by design concept is applied in the design of flight procedures, by which a safety expert is involved in the design process. This allows to tackle safety aspects early on in the project and to influence the design for a safer operation. On a project basis, our operational experts are involved in the different design phases, combining the different fields of knowledge and experience to enhance flight safety and efficiency. Our AIS experts / cartographers provide ICAO compliant aeronautical charts which are ready for publication in any (e)AIP. They can provide aeronautical charts and aeronautical information in the most suitable format: PDF or CAD (.dwg) for the charts, and AIXM 5.1 or shape files (.shp) or other GIS formats for the aeronautical data.
Quality assurance
MovingDot works according to internal processes compliant with ICAO Doc 9906 (Flight Procedure Design Quality Assurance standards) and EU 2017/373. We have a team of flight procedure designers that are adequately trained to design according to ICAO Doc 8168 Vol II (PANS-OPS) criteria. MovingDot is the first certified Flight Procedure Design Service Provider by the Dutch Civil Aviation Authority following EASA’s regulation (compliant to Commission Implementing Regulation 2020/469).
The quality of the flight procedure design work performed under responsibility of MovingDot is assured by MovingDot’s company-wide quality management system (ISO9001:2015 certified), appropriate (continuous) education and training of MovingDot’s personnel and by following the processes and guidelines as laid out in the MovingDot Flight Procedure Design manual, developed conform ICAO Doc. 9906 Vol. I and Commission Implementing Regulation 2020/373 (Annex III Part-ATM/ANS and Annex XI Part-FPD).
