Schiphol and partners have started conducting follow-up sustainable taxiing trials. On 6 December 2022, an aircraft taxied from Schiphol-Centre to a platform near the Zwanenburgbaan, without the aircraft engines running. This was made possible by using a TaxiBot, which is a semi-robotic taxiing system. The objective of this way of taxiing is to reduce fuel consumption and therefore CO2, nitrogen and ultrafine particle emissions.

Schiphol is striving for sustainable taxiing at the airport in 2030, together with Air Traffic Control the Netherlands (LVNL), KLM, Transavia, Corendon Dutch Airlines, TUIfly and ground handling companies dnata, Swissport, Viggo, KLM Ground Services and TaxiBot provider Smart Airport Systems. The Ministry of Infrastructure and Water Management is supporting the initiative. The tests are part of European initiatives within the framework of the ALBATROSS-consortium and its successor: HERON. These subsidy projects aim to make aviation more sustainable.

Earlier this year, Schiphol Airport purchased two TaxiBot-systems. These TaxiBots will be used to gain as much experience as possible on sustainable taxiing operations. MovingDot is hired by Schiphol Airport to manage the operational use of the TaxiBots, as well as to provide administrative support in the sustainable taxiing programme. The CANSO Latin America and Caribbean Conference 2022 will take place on 6 to 8 December in Orlando, USA. Day 3 of this conference is dedicated to a senior management workshop on terminal redesign. During this one-day workshop, MovingDot’s Alejandra Hertfelder and Henk Waltman, together with TetraTech’s Dieter Guenter and EANA’s Diego Gamboa, will provide an introduction to PBN, followed by a presentation on one of the airspace redesign projects that MovingDot has managed in the Region. We look forward to meeting the participants and to share our knowledge with the CANSO Membership.

On 14 October 2022, Minister Harbers and State Secretary Van der Maat informed the Dutch Parliament on the Preferential Decision for the Dutch Airspace Redesign Programme. The Dutch Airspace Redesign Programme was initiated to increase the efficiency of the Dutch airspace for all airspace users, reduce the impact on local communities and the environment, and improve the military mission effectiveness. The Preferential Decision comprises twelve subdecisions, based on the core airspace structure, the stepwise transition to the new operational concept, and the way forward.

MovingDot is one of the contributors in the Dutch Airspace Redesign Programme, and is proud of the achievements so far.

On 24 June 2022, Minister Harbers of the Ministry of Infrastructure and Water Management announced that the Dutch Government will reduce the maximum number of aircraft movements to and from Schiphol to 440,000 per year, instead of the 500,000 aircraft movements specified in the ontwerp-Luchthavenverkeersbesluit (LVB). At the same time, the Minister published the Impactanalyse Verlaging Activiteitenniveau Schiphol (Impact Analysis for Reducing the Activity Level at Schiphol). This impact analysis was performed by PwC/strategy&, Adecs Airinfra and MovingDot. The report analyses the social impact of various scenarios for reducing activities at Schiphol compared to the pre-corona activity level. PwC/S& focused on the economic effects, Adecs Airinfra calculated noise effects, emissions and external safety, and MovingDot reflected on operational safety, workability and continuity.

We are proud of the result and thank the Ministry of Infrastructure and Water Management for the trust they have placed in us to bring this independent analysis to a successful conclusion.

We can proudly announce that MovingDot is the first certified Flight Procedure Design Service Provider in The Netherlands.

As of 27 January 2022, the European Regulation (EU) No 2017/373 and Regulation (EU) 2020/469 come into rule. MovingDot has been preparing during the past years for this moment, updating all the documentation and processes to be EASA compliant. Our processes and guidelines, as laid out in the MovingDot Flight Procedure Design manual, are developed conform ICAO Doc 9906 Vol. I and Commission Implementing Regulation 2017/373 (Annex III Part-ATM/ANS and Annex XI Part-FPD).

The Program Safety Office is a recently initiated addition to the Dutch Airspace Redesign Program (DARP) team. In co-operation with adjacent nations, the DARP aims to implement considerable changes in air traffic operations in the Netherlands. With the foreseen changes spanning multiple ATM providers, and the safety issues that arise in doing so, the added value of the DARP Safety Office is evident.

As part of the safety office, safety experts from MUAC, CLSK and LVNL have begun establishing the work for the overarching safety argument that will be complementary to the tasks of the existing safety management systems. MovingDot is proud to have helped create, and will continue to help shape the safety office, utilising our ATM safety management knowledge and experience to ensure sufficient insights in the safety impacts of the foreseen airspace redesign.

Over the past year, MovingDot has worked on the PBN Roadmap 2020-2030 for The Netherlands, which was presented to the House of Representatives (Tweede Kamer) on June 16th by the Minister of Infrastructure and Water Management. In the PBN Roadmap 2020-2030 we discuss the developments of Performance-based Navigation (PBN) and we present an implementation strategy.

PBN is a comprehensive term. It refers to different navigation technologies with various applications, which are being developed at a rapid pace with many potential benefits. The various applications are explained in the PBN Roadmap, with reference to legislation and any associated mandating over time. The developments already initiated at Dutch airports are also discussed.

In addition, the implementation strategy is an important part of the PBN Roadmap 2020-2030. The implementation strategy advises on the added value of the various applications per airport category and the logical term of implementation. A critical assessment of necessary preconditions and requirements is naturally included. The result is a well-arranged plan for the coming years that does not shy away from ambition.

The PBN Roadmap 2020-2030 has been developed by MovingDot, together with our partners Adecs and ADSE. This roadmap provides direction for innovation of the Dutch ATM system for the period 2020-2030. We are very proud of the result and thank the Ministry of Infrastructure and Water Management for the trust placed in us.
